Accessibility

We want anyone to be able to use this website, whether or not they rely on a screen reader, a keyboard or a magnifier. This page explains what we have done, how to adjust the site to suit you, and who to write to if something does not work.

Settings you can change yourself

In the top bar — and inside the menu if you are on a phone — there are three buttons: A− and A+ to decrease or increase the text size by up to 130 %, and ◐ to turn on high contrast, which switches the site to black on white and underlines links within the content. Your choice is remembered as you browse and the next time you visit.

You can also use your browser's zoom (Ctrl and + on Windows, Cmd and + on Mac) up to 200 % without losing content or having to scroll sideways to read.

Screen readers

The site is built with semantic HTML, which is what allows software such as NVDA, JAWS or VoiceOver to interpret it and read it aloud. Specifically:

Each page declares its language, and the Spanish, English and Portuguese versions announce one another, so that text is pronounced correctly.
Every page has a unique title and a main heading, and content is organised into nested headings so you can jump from section to section.
The regions of the page — header, menu, main content and footer — are marked as such, so you can go straight to any of them.
Images carry alternative text, written from the content manager, and purely decorative ones are marked so the reader does not announce them.
Search and form fields have associated labels, and buttons showing only an icon carry a text description.
The menu dropdowns announce whether they are open or closed.

Keyboard navigation

The whole site can be used with the Tab key, without a mouse. The first item you reach is a “Skip to content” link, so you do not have to go through the entire menu on every page. The item currently selected is always shown with a visible outline. Dropdowns and pop-ups close with the Escape key and return focus to where it was.

Motion and animation

The home page carousel can be operated with its dots and by swiping. If you have reduced motion enabled in your system, the site respects it: the carousel stops advancing on its own and smooth scrolling is turned off.

How far we have got

These measures follow the Web Content Accessibility Guidelines (WCAG 2.1) at level AA as a working reference. The compliance status and what remains to be fixed are set out in the accessibility statement further down this page.

We also know there is more to do: published PDF documents and content hosted on external services — videos, maps or forms — may not meet these same criteria, because they are not under our control. And links that open in a new window do not yet announce it when read aloud.

Something not working?

If you run into a barrier, we would be grateful if you told us: it is the quickest way to get it fixed. Write to us saying which page and what happened, and if you use any assistive technology (screen reader, magnifier, keyboard navigation), please tell us that too. We will reply and try to get you the content another way while we fix it.

Accessibility statement

The Ayuntamiento de Ciudad Rodrigo (Ciudad Rodrigo Town Council) is committed to making this website accessible in accordance with Spanish Royal Decree 1112/2018 of 7 September, on the accessibility of public sector websites and mobile applications.

This accessibility statement applies to the website cislaestrella.com.

Compliance status

This website is partially compliant with Royal Decree 1112/2018 and with standard UNE-EN 301549:2019 —equivalent to the Web Content Accessibility Guidelines (WCAG) 2.1, level AA— because of the exceptions and the lack of compliance set out below.

Non-accessible content

The content listed below is not accessible for the following reasons:

a) Non-compliance with Royal Decree 1112/2018

Some published PDF documents are not tagged and may not be interpretable by a screen reader, particularly those originating from third parties or from official calls for applications.
Embedded videos hosted on external platforms may lack captions or audio description, depending on how they were published by whoever produced them.
Alternative text for images is written by whoever publishes each item through the content manager. Although the system always asks for it, the description cannot be guaranteed to be sufficient in every item already published.
Links that open in a new window do not yet announce this when read by a screen reader.
Some news items imported from the previous site retain legacy markup that does not always respect the heading hierarchy.

b) Disproportionate burden

No disproportionate burden is claimed.

c) Content not within the scope of the applicable legislation

Embedded third-party content neither funded nor developed by the Town Council and not under its control: maps, external registration forms, video players and social media posts.
Office documents published before 20 September 2018, if any, which are not needed for ongoing administrative procedures.

Preparation of this statement

The method used was a self-assessment carried out by the team responsible for developing the site, combining automated checks on the main pages with manual review using a keyboard and a screen reader. No independent third-party evaluation has been carried out yet.

Optional content

This site has been developed applying the WCAG 2.1 level AA guidelines as a working reference from the outset. Measures adopted include: semantic structure with landmarks and headings, a skip-to-content link, visible focus on every keyboard-operable element, a control to stop the home page carousel, text size and high contrast settings that are remembered between visits, respect for the system preference to reduce motion, and a language declaration in each of the three language versions.

The Town Council will continue to review the site and correct any shortcomings found. Any report from members of the public is a great help in doing so.

In the event of any discrepancy, the Spanish version of this statement shall prevail.
